指處于超級大國和發(fā)展中國家之間的經(jīng)濟(jì)較發(fā)達(dá)的國家，如 日本 、 英國 、 加拿大 等。《人民日報》1977.9.30：“在超級大國日益增長的威脅面前， 西歐 及其他地區(qū)第二世界國家聯(lián)合反霸的趨勢有所加強(qiáng)?！眳⒁姟?第三世界 ”。
